Only 3.51% of SMEs have financial statements, says OJK

The Financial Services Authority reports that only 3.51 per cent of micro, small and medium enterprises have formal financial statements, a major barrier to access to financing.

The Financial Services Authority (OJK) has revealed that only 3.51 per cent of micro, small and medium enterprises (SMEs) have financial statements. This condition is one of the main obstacles for SME operators in accessing formal financing from the financial services sector.

OJK Board Commissioner Friderica Widyasari Dewi stated that financial statements are one of the important aspects for financial institutions in assessing the eligibility of SMEs to obtain financing. Friderica said that the ownership of financial statements needs to be continuously encouraged so that SMEs have a business track record that can serve as the basis for the financial services sector in distributing financing.

Despite financial record-keeping being a challenge, SME financing overall continues to show growth. OJK recorded total SME financing across the financial services sector reaching Rp1,948.72 trillion as of June 2026, growing 2.16 per cent year-on-year. SME credit distributed by banks reached Rp1,519.35 trillion or 16.73 per cent of total bank credit, with growth of 1.05 per cent year-on-year and a non-performing loan ratio of 4.54 per cent.

To expand access to financing, OJK has implemented several policies including simplification of the SME financing process and the use of alternative data in credit eligibility assessments. OJK has also implemented OJK Regulation Number 19 of 2023 which simplifies the financing process for SMEs and strengthens credit data infrastructure.

Through the Regional Finance Access Acceleration Team (TPAKD) in various regions, OJK brings together SME operators and the financial services sector. Friderica said that SMEs curated by regional government authorities can participate in business forums to gain access to financing, although not all forum participants meet financing criteria, with usually no more than 30 per cent of participants passing the requirements.
