TNI and Polri have responded to discussions about holders of the Pramuka Garuda certificate being able to join the two institutions without taking a selection test. This discussion was previously raised by Budi Waseso, Chairman of the National Headquarters of the Indonesian Scout Movement.
Brigadier General Donny Pramono, Head of the Information Service of the Indonesian Army, stressed that the selection process remains mandatory even if a person holds a Pramuka Garuda certificate. According to Donny, the possession of a certificate or award document at the national level, including Pramuka Garuda, adds value to the selection process and can be one of the considerations at the assessment stage in accordance with applicable regulations.
Such selection is important to ensure that every soldier accepted truly meets the quality standards, competency and readiness required by the Indonesian Army, according to Donny. Major General Muhammad Nas, Head of the TNI Information Center, added that performance documents including the Pramuka Garuda certificate will be considered by the soldier recruitment committee at each level, but it is not determinative of whether a person is accepted as a TNI soldier.
Meanwhile, the Indonesian National Police have stressed that holders of the Pramuka Garuda certificate must still take a test or undergo selection to become members of Polri. Inspector General Johnny Eddizon Isir, Head of the Police Public Relations Division, explained that all selection participants must meet the requirements and go through all the selection stages established by Polri, with the certificate being part of the supporting documents and not replacing the selection process.
Pramuka Garuda are young members of the Indonesian Scout Movement who have achieved the highest skills and awards at each level of scout education, according to the official Pramuka DIY website. There are Pramuka Siaga Garuda, Penggalang Garuda, Penegak Garuda, and Pandega Garuda.
