Data on share ownership above 1% released by Indonesia's Central Securities Depository (KSEI) as of 31 July 2026 shows that at least 21 shares listed on the Indonesia Stock Exchange (IDX) have investors classified as government. In a number of listed companies, government investor ownership reaches quite substantial proportions, even exceeding half of outstanding shares.
The largest government ownership is recorded in PT Kertas Basuki Rachmat Indonesia Tbk (KBRI), where the Attorney General's Special Crimes Directorate (Jampidsus) of the Attorney General's Office controls 6.54 billion shares or 75.25% ownership. The next position is PT Trada Alam Minera Tbk (TRAM) with Jampidsus Attorney General ownership of 47.14%, followed by PT Sinergi Megah Internusa Tbk (NUSA) at 38.01%, and PT Pool Advista Indonesia Tbk (POOL) at 26.73%.
Other government ownership includes PT Hotel Mandarine Regency Tbk (HOME) at 24.67%, PT Sky Energy Indonesia Tbk (JSKY) at 20.34%, and PT Rimo International Lestari Tbk (RIMO) at 18.18%. Government investors are also recorded in PT Marga Abhinaya Abadi Tbk (MABA) at 16.62%, PT Siwani Makmur Tbk (SIMA) at 12.05%, and PT Inti Agri Resources Tbk (IIKP) at 9.84%. KSEI data also shows other government investors, including the Singapore Government which controls 8.28% of PT Bank Jago Tbk (ARTO).
Government ownership in other listed companies is below 8%, ranging from PT Armidian Karyatama Tbk (ARMY) at 5.85% to PT Eureka Prima Jakarta Tbk (LCGP) at 1.52%. The government classification in KSEI data is distinguished from investors categorised as state-owned enterprises, so the list does not automatically include all share ownership by state-owned entities. Similarly, investors such as the Norwegian Government registered as a sovereign wealth fund, not as government, are not included in the government investor list.
Asset seizure records show that the majority of shares under Jampidsus Attorney General control relate to assets seized in special criminal cases, particularly corruption and money laundering cases involving PT Asuransi Jiwasraya and PT Asabri. In 2022, the Attorney General announced the seizure of tens of billions of shares from various listed companies linked to those corruption cases. Jampidsus Attorney General's share ownership in KBRI, totalling 6.54 billion shares, matches the number of KBRI shares seized by the Attorney General during asset seizure in the corruption case in that same year.
