Garuda Scout Certificate Not a Substitute for Police Selection Test, Says Indonesian National Police

Indonesia's National Police has clarified that holders of the Garuda Scout certificate must still undergo the full selection process to become police members and cannot be directly accepted based solely on the certificate.

The Indonesian National Police (Polri) has clarified that holders of the Garuda Scout certificate must still sit examinations and complete all selection stages to become police members. This clarification was issued after the Head of the National Scout Movement Headquarters stated that the Garuda Scout certificate could be used as a single registration requirement without an examination.

According to Polri's Public Relations Division Head, Inspector General Johnny Eddizon Isir, certificates and achievement documents, including the Garuda Scout certificate, are merely supporting documents that applicants may attach. However, possession of such documents does not allow applicants to be directly accepted without undergoing the established selection process.

All Polri recruitment applicants must meet requirements and complete all selection stages in accordance with Polri Regulation No. 2 of 2026, said Isir. Certificates or achievement documents are part of supporting documents and are not a substitute for the selection process itself.

Isir stated that Polri is committed to ensuring that the member recruitment process is carried out objectively, transparently, accountably, and based on applicants' abilities and competencies. This commitment aligns with the BETAH philosophy—clean, transparent, accountable, and humanistic—which is the principle of Polri recruitment.

Polri also involves various external parties in overseeing the selection process, including the National Police Commission, the Indonesian Medical Association, psychology associations, the Directorate General of Population and Civil Registration of the Ministry of Home Affairs, the Ministry of Primary and Secondary Education, and various non-governmental organisations.
